This is one of the first steps to take when trying to repair a Windows drive that is having trouble starting up.   16. On my issue every time it's on the dark screen where the four lights come on to form the windows logo it turns blue and restarts. Can the disc repair it without needing to install the system again? I don't want to have to reinstall programs again.
